Last modified: Thursday, December 16, 2004 10:39 AM EST Prison parties banned NORFOLK -- The state has banned holiday prison parties after complaints about `` excess es'' at the Massachusetts Cor rectional Institution in Norfolk. Correction Commissioner Kathleen Dennehy issued new guidelines which would ban all banquets, picnics and barbe cues. Any organized activity in the state's prisons must now meet tougher criteria, includ ing proving it will `` promote self-improvement,'' `` foster cul tural awareness'' or `` promote spiritual growth.''
