'Great Waves' rises

MANSFIELD -- A water park proposal is resurfacing on a bigger site next to the Tweeter Center, five years after developers dropped the project amid a flood of controversy and because they couldn't guarantee access to enough water to make it viable.
What was called the Great Waves park would be built on the original South Main Street location and one or two adjacent parcels that would be leased from local businessman Karl Clemmey, Town Manager John D'Agostino said.
D'Agostino said Wednesday that David Ting of Mugar Enterprises met with him, Building Inspector Nick Riccio and Planning Director Shaun Burke on Feb. 22.
Ting outlined his proposal at that time, although formal plans have not been filed, Burke said.
The last proposal featured several water flumes and pools.
Environmentalists, abutters and residents strongly opposed Great Waves the first time in a protracted battled that lasted 3 1 / sub 2 years.
They contended the park would create traffic and pollution problems.
Leonard Flynn with the Natural Resources Trust of Mansfield said his group spent about $30,000 in legal fees during the last fight.
`` We fought it the last time. I'm sure we'll do it again,'' Flynn said.
A zoning change approved by a two-thirds vote at town meeting is needed for the park to move ahead.
Ting presented town officials with a citizen's petition article for a zoning change last month that he told town officials Clemmey had prepared.
Ting and Clemmey could not be reached for comment on Wednesday.
Developers in the last go round had gotten building permits for the park.
However, the zoning board of appeals ruled in 2000 that the project did not meet zoning requirements in effect.
The developers appealed the ruling, but dropped their appeal in 2001.
Now Great Waves has risen again.
`` The issue is going to be decided by the voters at town meeting,'' D'Agostino said.
