Foxboro boards can't agree on regional sewer proposal




FOXBORO - Selectmen Mark Sullivan and Paul Feeney said details about the proposed regionalization of the town's sewer system are still too sketchy for them to support the board of water and sewer commission's proposed $3 million debt exclusion override.

In addition, Finance Director Randy Scollins said the commission has never stated what the total costs of the project would be, making it hard to evaluate the merits of the project.

Commission Chairman Phil Henderson said the final number can't be known because it will depend on decisions to be made years from now by individuals homeowners - to tie-in or not tie-in to the system.

The two boards met for about an hour with state Rep. Jay Barrows, R-Mansfield, a strong advocate of the regional sewer approach.

Barrows and the commission want Foxboro to commit by Sept. 30 to a three-town regional sewer district by agreeing to buy 300,000 gallons per day of flow. The wastewater would be treated at a plant to be expanded in Norton.

Scollins and selectman Paul Mortenson, former chairman of the Advisory Committee, agreed to get together with a member of the commission to try to gain a better handle on the costs of the sewer project

Henderson said a dialogue has opened between the commission and The Kraft Group concerning how much value Kraft would place on escaping a current agreement to build a treatment plant for the town at the stadium.

In a related matter, Henderson said the commission would likely use millions of dollars in anticipated revenue from future advertising on the Route 1 water tank to control water rates rather than to help fund the sewer project.
