Housing development planned on Wrentham-Norfolk town line




An 84-lot housing development is planned on almost 200 acres straddling the Wrentham-Norfolk line.

Norfolk would get 50 homes on about 108 acres, and Wrentham 34 houses on about 90 acres.

The subdivision, planned off Maple Street in Norfolk and Park Street in both towns, would be in the northwestern section of Wrentham and southwestern part of Norfolk. It would be an open space development, which means homes would be clustered closer than normally allowed, but more open space would be preserved.

The proposed development, called Toils End Farm, is scheduled to go before the Wrentham Planning Board at 7:30 p.m. Wednesday, and the planning board in Norfolk at 7:45 p.m. Thursday. Both meetings are at the town halls and are expected to be heavily attended.

The residential-zoned property is now mostly woodlands; a horse farm in Wrentham is also on the site. About 50 of the 200 acres is wetlands, with 30 of the wetland acres in Wrentham. "Everyone is talking of how beautiful the property is," Norfolk Planning Administrator Janice Quinlan said, adding of neighbors, "they're all coming" to the meeting.

Wrentham and Norfolk officials' biggest concern is the impact the development would have on schools already squeezed by student populations and budget constraints.

"A community grows and the schools get stressed," said Wrentham Selectman Edward Goddard, a former school committee member. "Folks have a right to develop property that they own, and we need to deal with it in the most straightforward manner. There are certain realities living in the suburbs, and one is growth."

Goddard mentioned the slack housing market, but the development is expected to take several years to unfold.

The property is owned by Paddocks and Corrals, of which Walter Mahla of Wrentham is involved with Peter Tsimortos, president of Bella Construction in Wrentham, and SM Lorusso of Walpole.

The number of homes planned in each town would be among the highest of any subdivision built over the past several years.
