Man arrested, 5 pounds of pot seized in North

NORTH ATTLEBORO
- A 27-year-old man faces arraignment on drug charges in Attleboro District Court today after he allegedly picked up a parcel package containing five pounds of high-grade marijuana.

Joseph Santos Jr. of Rochester was arrested Wednesday in the driveway of his parents' home on Paine Road by local and state police detectives assigned to the Bristol County district attorney's office, North Attleboro Detective Lt. David Dawes said.

Santos's parents had no knowledge of their son's alleged activity, Dawes said.

Rhode Island authorities learned about the contents of the package, which was mailed from California, after a Rhode Island State Police drug-sniffing dog "alerted" to the package at a UPS facility in Warwick, R.I., Dawes said. Rhode Island State Police obtained a search warrant for the package and then contacted Massachusetts authorities who then continued the investigation, Dawes said.

After the package was delivered, police set up a surveillance and arrested Santos around 3 p.m. in his parents' driveway.

"He showed up, picked up the package and put it in his car," Dawes said.

The package contained five one-pound plastic packages of high-grade marijuana estimated to be worth $15,000, Dawes said.

Santos was ordered held at the police station overnight on $10,000 cash bail pending arraignment today on charges of possession of marijuana with intent to distribute, possession of marijuana, and drug possession in a school zone, Dawes said.

The home is near the Allen Avenue School.

" UPS and Fedex are private businesses that have every right to know if someone is violating their rules about illegal or dangerous substances. If that involves bomb sniffing or drug sniffing dogs all the better (give that pup and extra cookie).
No warrant is needed because the owner or person in control of the facility granted permission. The dog provides reasonable cause for a warrant for the individual package. (This has been held up in court for about 40 years)
What bothers me is the scum tried to drag his parents into it. If some hard charging DA tried, they could try to prove the parents house was used in a criminal enterprise and seize it under the RICO act. Fortunately the cops are reasonable about this. "

" KF ... are you serious? it's a news update, not a full-blown article. don't knock on the reporters unless you can do their job better (which i'm willing to bet, you can't) "

" Seeing that you read about idiots like this being busted pretty much routinly, I'm guess it's fairly common for the dogs to sniff UPS/Fedex packages. Which is odd since most dogs like to make chew toys out of the postal carriers. "

" Why are state police dogs roaming around, sniffing packages inside a (private) United Parcel facility?

Did they have a warrant--and if so, were they looking for this particular drug ring--and if so, how did that investigation begin...and why is it not being handled by the DEA, since the package was mailed interstate? Or if not, does UPS routinely invite police into its (private) facilities to randomly inspect packages?

Elevate your reporting, Mr. Linton. "
