Barrows: Foxboro could lose $750,000 in state aid cuts




State rep talks to officials about reductions due to $1B state deficit
FOXBORO - The town stands to lose $750,000 in promised state aid this year - money already budgeted for town services - under one scenario state officials are contemplating to try to overcome a $1 billion state budget deficit.

Town leaders touched on the looming risk last week during a wide-ranging summary by Rep. Jay Barrows, R-Mansfield.

6.5 percent loss possible

Barrows said Foxboro could lose 6.5 percent of its state revenue if the Legislature grants Gov. Deval Patrick special budget cutting powers.

Barrows said the state budget was out of balance when it was approved, and that it was built on an expectation of $1.8 billion in capital gains revenue. "If anyone checked their 401k, which is now a 201k, that's just not going to happen," he quipped.

Barrows warned that towns and cities should also prepare for a 10 percent reduction in total local aid next fiscal year.

The Massachusetts Municipal Association, an advocate for town and city governments, sent out an alert forecasting widespread layoffs in education, public safety and public works personnel if deep cuts in local aid are allowed.

The association instead urges immediate passage of revenue raising legislature, including a meals and motel-hotel tax, ending telecommunication company "tax loopholes," and giving local governments more control over their employee health insurance costs.
