Swanson said he proposes to do pavement work on the full length of Winter Street and on sections of Baker Street, Cedar Street (Route 106), Morse Street, Edwards Road and Young Road. In addition, drainage work is to be done on Baker Street. He will try to fund smaller drainage projects on Morse Street, Lakeview Avenue and Fisher Street from the highway budget. "This was the hardest winter I have ever experienced with respect to damage to streets," Swanson told Town Manager Andrew Gala in a report. Extreme freeze-thaw cycles caused more damage than expected, he wrote. Of the town's 90 miles of roads, only about 1.2 miles get repaved each year, Swanson said. "At that rate, we're never going to get caught up, right?" selectman Paul Mortenson said. Swanson agreed. Gala said the town needs several million dollars for road work, not just a half-million. Selectman Larry Harrington said residents deserve to have a long-range plan for maintenance of town roads, so voters can decide whether they want to pay for improvements or accept the consequences of road decay. Harrington said the town might consider additional funding through a Proposition 2-1/2 override specifically for roads work, or from betterments - having residents contribute directly for needed work on their own streets. At Harrington's urging, the board tentatively scheduled a workshop meeting on June 20 to work on that and other goals.
