The House voted 382-2 to approve The Corey Shea Act and include it in a larger veterans bill at the request of U.S. Rep. Barney Frank, D-Newton.
Frank said on the House floor that he met Shea's mother, Denise Anderson of Mansfield, at Shea's funeral after he was killed Nov. 12, 2008, in Mosul, Iraq.
She told the congressman that Shea, 21, was too young to have been married or have children, so he will be buried alone in Massachusetts National Cemetery in Bourne. "The thought that he would be alone forever added to her pain," Frank said.
Current regulations do not allow parents to be buried in military cemeteries.
The legislation will permit a parent to be buried with a serviceman or woman if he or she has no living children or spouse.
Frank said the change would not take up more burial plots because it would apply only if there were no eligible children or spouses.
He also read Anderson's testimonial in favor of the bill that she gave before a House subcommittee.
"If you decide to pass this," she told the subcommittee, "it would give me some peace in my life to which I can pay more attention to my husband and daughter, who I feel I have been neglecting.
"I could finally be able to move forward in my life just knowing I could spend eternity with my son."
The measure now moves on to the Senate, where Sen. John Kerry, D-Mass., is sponsoring it.

But maybe that is the point. I guess only Barney knows the answer. "
