NORFOLK - Skyrocketing special education expenses make up a majority of the King Philip Regional School District's proposed budget increase for the fiscal year starting July 1.
About 50 residents and town and school officials attended the annual public hearing on the budget Saturday morning at King Philip Middle School in Norfolk.
